Organization Profile
The National Association for Rural Development (ACSA) is a non-governmental, non-profit, apolitical organization operating nationwide in the Republic of Moldova. ACSA supports sustainable rural development by building and maintaining a professional network of advisory, information, and training service providers for farmers and rural entrepreneurs, ensuring access to practical knowledge, technical expertise, and skills that strengthen rural livelihoods and local economies.
Established in March 2001 as ‘Agency for Consultancy and Training in Agriculture’, rebranded in 2005. Between 2001–2018, ACSA implemented the Rural Extension Services component of RISP I & II (World Bank, Government of Moldova), building the national rural extension system. Over more than two decades, ACSA has implemented 125 projects, delivering technical assistance, training, and implementation support for UNDP, IFAD, FAO, World Bank, EIB, MCC, USAID, and the Ministry of Foreign Affairs of the Republic of Poland. Its current portfolio includes the World Bank-financed AGGRI project, implemented with CAPMU, covering applicant guidelines for AIPA and training and mentoring for Water Users Associations for Irrigation (AUAI).

Rural Advisory Platform
Nationwide network of 430 consultants (about 80 regional and 350 local) and 35 service providers, coordinated through local contact points in partnership with Local Public Authorities across all 32 districts and ATU Gagauzia.
Climate Adaptation
Climate-smart practices including No-Till and Mini-Till systems, drought-resistant variety selection, and protective crop rotation, with recommendations tailored to northern, central, and southern Moldova.
Digital Registries
The Vine & Wine Register of the Republic of Moldova (built for USAID, 2017–2021) and the Digital National Farmers Register (dNFR), piloted with UNDP since 2024, alongside structured databases and data governance frameworks.
Training & Research
50+ farmer modules and 30+ modules for Local Public Authorities, delivered through field days, demonstration plots, and structured curricula, backed by evidence-based research and mixed-method field studies.
Core Expertise
Climate Adaptation
Field-level coaching on soil and water conservation and drought mitigation, from initial diagnosis through seasonal follow-up visits with the local consultant network.
Rural Investments
End-to-end support for grant and subsidy-funded investments - eligibility guidance, technical documentation, structured on-site verification, and monitoring through to completion.
Energy & Environment
Piloting renewable energy communities, such as ResCom 2 with UNDP, and community-level sustainability initiatives, engaging local stakeholders and public authorities in adoption and governance.
Water & Irrigation
Five MCC-funded irrigation infrastructure missions since 2008, covering system design, sector reform, and beneficiary surveys across 26 centralized irrigation systems; now training AUAI/ANIF under AGGRI.
M&E & Reporting
Custom indicator frameworks aligned to each donor's results structure, field verification visits, and mixed-method data collection - from structured surveys to focus groups and documentary analysis.
Capacity Building
Train-the-trainer cycles and refresher learning delivered at national, regional, and local level, keeping the consultant network current on policy, technical, and regulatory changes.

AMIS & Early Warning
The Agricultural Marketing Information System reaches farmers through SMS alerts, an interactive voice response phone line, email, and online interfaces, covering market prices and weather-related early warnings.

More than two decades of continuous collaboration - 34 contracts since 2001, through RISP I & II, MAC-P, SLMP, and now AGGRI - with the Government of Moldova as a constant co-financing partner.
ACSA Rural Advisory Platform
A professional community of experienced service providers and consultants - one of the largest agricultural advisory capacities in Moldova. Organized through local contact points in collaboration with Local Public Authorities, with structured work planning (annual/quarterly/monthly) and standardized guidance.
